Captain Toto Hardiyanto Subagyo holds the position of Regional Director Business Development, Indonesia & South East Asia with Eagle Aviation Consulting, based in Jakarta, Indonesia. He is responsible for new markets, business development, and client relationship management and has been active in managing airline operations, human resources development, aviation training and education, and quality management practices during the past 30 years.

He is Founder and Executive Director of Indonesia Professional Aviation Board of Certification (Lembaga Sertifikasi Profesi Aviasi Indonesia), an independent and non-profit organisation supported by aviation industry associations as well as professionals, promoting standard of competency for aviation professionals.

He worked on project-based schema with an assignment as President Director for a private air charter company, operating helicopters in Indonesia and Malaysia. He achieved the project’s objective to regain the company’s rating in 7 months, passing the Oil and Gas Producer standard.

In 2005 he contracted to a new entrant regional airline in Indonesia, establishing jet operations and an aircraft maintenance organisation, within 10 months from planning stage to an operating airline.

He has held senior operations roles at Garuda Indonesia, including  VP Training and Education, responsible for competency of human resources across all functions. He obtained the CASR Part 142 and 147 Certificate approval from DGCA Indonesia for the airline. As VP Quality Management, he promoting quality awareness and management practices for customer focus, continuous improvement, employee participation, and societal networking.

As one of the founding members of Asian Network for Quality (ANQ) established in 2002 in Tokyo, Japan, and representing 9 Quality practices associations from 9 Asian countries. His personal involvement and participation in this event promoted a commitment toward Quality not only in Indonesia but also across Asia.

He is a graduate from Oxford Air Training School (United Kingdom), and has captained Fokker F-28, DC-9, and Airbus A-300 B4 at Garuda Indonesia, with a total of more than 8,000 flying hours, with approximately 5,000 hours in Command. Much of his time was spent as an Aircraft and Simulator Instructor, as well as Government Designated Airline Check Pilot.

His studies include the State Owned Enterprise’s Leaders special course at Indonesia National Defence Institute (LEMHANNAS); Air Transport Management course at Asian Institute of Management, Manila; Bachelor programme at IKIP Bandung in 1991 – 1993; and holds an MBA from PPM Graduate School of Management in Jakarta.

He holds a Ph.D from the Doctoral programme for Air Transport management at Cranfield College of Aeronautics in United Kingdom (1997 – 2001).
